The headlock in question doesn't look to harm Sanders. I rewatched a few times and it doesn't look like he hit his head, looked like he just wanted a second to breathe and the drs decided he was done.

 

On a side note, this wasn't the first meeting between Sanders and Hooker. This is two years ago at the University Nationals
