Due to them trying to equalize each class, i see them trying to keep each of the other breakdowns as even as they can as well. Therefore, 25 teams un east and 25 in the west. 1 region in each side with 7 teams, i.e. memphis in the west, and 3 regions with 6 teams in each side.
