BOARD OF CONTROL MINUTES
June 10-12, 2008

1. Roll Call
2. Approved Minutes of Last Meeting
3. Instructed state office to conduct the draw for the Regional and State Volleyball Tournaments.
4. Approved the Financial Report of the 2007 Football Playoff Series
5. Approved the Financial Report of the 2008 State Basketball Tournament Series
6. Approved the Financial Report of the 2008 Wrestling Tournament Series
7. Approved the Report of the 2008 Athletic Directors Conference
8. Approved the Report of the 2008 Cheer Coaches Conference
9. Heard the Report of the District and Regional Coordinators
10. Heard the Sportsmanship Review of the 2007-2008 School Year
The Board voted to continue to give 27 $1,000 scholarships to student athletes. The student athletes eligible to receive the scholarships are nominated from the 27 schools named as winners of the A.F. Bridges Awards.
11. Report of the Finance Committee
The Finance Committee for the 2008-2009 school year will be Mike Reed, Fred Kessler, Bryan True (1 year), and Jerry Mathis (2 years). The Finance Committee will meet on Tuesday night following the Board meeting to review recommendations for the salary proposals for staff to be presented to the Board at this meeting. Following the Finance Committee meeting on Tuesday night, a recommendation will be made to the Board either on Wednesday or Thursday morning.
12. Took No Action on the Budget for the 2008-2009 School Year. In August, the Board will be presented the audit for the year and the revised budget, if necessary, as a result of the audit.
13. Voted to table the request of Emmanuel Christian School for Membership in TSSAA until August.
14. Approved the request of Memphis Jewish High School for membership in TSSAA.
15. Approved the request of Memphis Academy of Health Sciences for membership in TSSAA.
16. Approved the request of Douglass High School for membership in TSSAA.
17. Approved the request of Hollis F. Price Middle College High School for Membership in TSSAA.
18. Voted to table request of District 8-AAA for change in the Coach's Box from 6 feet to 14 feet in basketball until August.
19. Voted that schools must be in compliance with the requirement for all Electric Clock Operators being able to operate the clock from the field in 2008 (all schools have been given two years to comply). If they are not in compliance in 2008, the ECO will keep the official time on the field and time will not be kept on the scoreboard. If schools are not in compliance by the 2009 season, they will not be permitted to host football playoff games.
20. Request by District 1-AAA to change basketball format for district and region basketball tournaments be changed to allow four games a night to be played on weeknights failed for lack of motion.
21. Approved request from Bradley Central High School for change in Hall of Fame Basketball games to allow schools to pay officials from the gross gate and then 75% of what is remaining be sent to the TSSAA for the Hall of Champions.
22. Voted that the State Cross Country Meet be moved back to Saturday and be held at the Steeplechase, as has been done the past several years. This moves the meet to Saturday, November 1, 2008.
The Board of Control, at its January meeting, set the 2008 State Cross Country Meet for Friday, October 31. This was an original proposal from Collegedale Academy. The staff contacted the Metro Board of Parks & Recreation and it was indicated that there would be no problem with us holding the event on that Friday. As a result of the input the staff had at that time and the request from Collegedale Academy, the Board set the State Cross Country Meet for Friday, October 31, 2008.
The staff then received concerns from the Metro Board of Parks & Recreation, the Metropolitan Police Department, and the Metro Parks Police regarding the traffic that would be on Old Hickory Boulevard if the meet is held on Friday.
Mr. Bernard Childress of our staff met with representatives of both security and the Metro Board of Parks & Recreation regarding the State Cross Country Meet being on Friday. It was then expressed to Mr. Childress that they did not feel comfortable holding the State Cross Country Meet on Friday and requested the Board to consider moving the Meet back to Saturday.
23. Took the following action on proposals from the Division II Committee:
A. Approved the request for Division II Class A and AA schools be allowed to eliminate the Regional Cross Country Meet and all students be allowed to participate in the State Cross Country Meet.
B. Approved the request that the Division II State Football Championships be changed from Saturday, November 22 to Tuesday, November 25, at 2:30 p.m. and 6:00 p.m.
MTSU has a home football game on Saturday, November 22, and also has a home basketball game on Friday, November 21.
24. Approved request from Northeast High School regarding enrollment numbers and changed Northeast's classification in football from 5A to 4A. The request is to use a maximum enrollment figure of 950 for classification purposes.
The Clarksville-Montgomery County School System will be opening a new school (West Creek High School) in 2009 and the enrollment numbers at Northeast High School will change dramatically. The projected enrollment will be provided to the Board at the August meeting.
25. Approved the request of East Literature Magnet High School regarding Officials’ Fees for Doubleheaders. Officials will be paid for two tournament games or two classic games the same fees that they would receive for a regular season doubleheader, provided there is not an inordinate amount of time between the two contests. For basketball tournaments there would be no more than fifteen minutes between games. For baseball and softball tournaments there would be no more than thirty minutes between games.
26. Approved request for membership in TSSAA by West Creek High School.
27. Denied the following proposal from Hendersonville High School and the Tennessee High School Soccer Coaches Association: All TSSAA tournament games be played on a soccer field 60 yards wide and 110 yards long beginning with the 2010-2011 school year.
Voted to table the proposal regarding a change in red card suspensions until the August meeting. Also instructed the state office to look at the administration of the red cards and bring back to the Board in August.
28. Voted to table request by White Station High School regarding a change in the substitution rule until it can be presented to coaches during rules meetings in August.
Denied request of White Station High School regarding classification of bowling.
29. Heard Update on Change in Physical Requirement for Athletics by the State Board of Education.
30. Voted to extend the present contract with Murfreesboro for Spring Fling through 2009. This takes Spring Fling through the current classification period. Voted to set the Spring Fling site for a four-year contract (2010-2013). Bids for that contract would be at the June 2009 Board of Control meeting.
30. Denied Martin Luther King Magnet High School’s appeal regarding the eligibility of a student who had been involved in a cooperative program.
31. Approved Financial Aid report.
32. Voted to deny appeal of Board regulations regarding video streaming by WBCR-AM.
33. Voted to go to change the schedule of the state basketball tournaments on Wednesday, Thursday, and Friday to six straight games with no session break, starting at 10:00 a.m.
Due to issues of travel and gas prices, the Board voted to recommend to all schools at the district and regional tournaments in volleyball, soccer, girls soccer, basketball, baseball, softball that all games be played at the higher seed site throughout the tournament.
Voted that at the post-season level that officials be paid 45 cents, or 15 cents per official, per mile.
34. Voted to leave as is the policy regarding schools changing officials associations.
35. Voted to authorize the state office staff to make the decision regarding the television contract for football and basketball championships.
36. Voted to eliminate requirement for an administrator from a school requesting membership to be present at the Board of Control meeting, unless there are questions and they are requested to be present.
37. Heard litigation report.
38. Voted to raise mileage for supervisors from 25 cents to 30 cents.
39. Approved request of TACA to take over printing and distributing of TSSAA member school directory.
40. The following action was taken regarding classification:
A. Voted that the following schools will not be counted in determining break lines in Division I:
Schools that are in cooperative programs only (example: Nashville School for the Arts); Tennessee School for the Blind Only sport is wrestliing (not classified);
Schools that do not participate in any three-classification sports (example: Collegedale participates in golf, cross country, and tennis).
B. Voted to place volleyball in three classes in Division I beginning with the next classification period (2009-2013).
C. Voted to leave golf in two classes (A-AA and AAA) in Division I for the next classification period.
D. Voted to continue to use a multiplier of 1.8 for enrollments of private schools that participate in Division I.
E. Voted that the enrollment break line for A and AA be the same in Division II as it is in Division I.
F. Voted that classification in Division II remains as is.
G. Adopted classification plan that places all schools in three classes and 16 districts for football, basketball, baseball, softball, and volleyball.
In regards to football:
1. All schools play everyone in their district (AAA, AA, A)
2. Each class is divided in half by enrollment. AAA is divided into 6A/5A; AA into 4A/3A; A into 2A/1A. This will place approximately 55-65 schools in each football classification. If the number of football schools in Class A is less than 70, then the Board would determine whether Class A would be divided for playoffs or remain as one class. Using present enrollments, we would have 83 football-playing schools in Class A.
3. In 6A, 5A, 4A, and 3A, 32 teams would qualify for the playoffs. In 2A and 1A 24 teams would qualify for the playoffs. This difference is due to the fact that there would be 41-42 schools in 2A and 1A each, with 58-62 schools in the other 4 classifications.
4. Teams would qualify for the playoffs in the following manner:
a. ½ of the teams in each group (6A, 5A,…) in each district are automatic qualifiers (Example: 4 teams 2 automatic qualifierss; 6 teams 3 automatic qualifiers; 3 teams 1 automatic qc qualifier; 1 team 0 automatic qualifiers)
b. Teams finishing 1st or 2nd in the district are automatic qualifiers
c. Wild cards Based on TSSAA tiebreakers
5. In 6A, there is the rare possibility that you have 25 automatic qualifiers.
Districts 1, 2, 3, 6, 8, 9, 10, and 16 where there is 1 qualifier and another 6A team could finish 2nd. If this occurred in all 8 districts, you would have 33 qualifiers. In the unlikely event that this would happen, you would apply the tiebreaker criteria to those 8 teams to determine the 7 qualifiers to complete the 32-team bracket.
6. The 32 teams are then placed geographically in 4 quadrants with 8 teams in each quadrant in 6A, 5A, 4A, and 3A. In 2A and 1A there are 6 in each quadrant with the top 2 seeds drawing a bye in the first round.
7. The eight teams (6 in 2A and 1A) are placed in the bracket so that no teams from the same district play each other in the first round except when there are 5 or more teams from the same district. Placements are then done with priorities given to automatic qualifiers based on their district finish followed by Wild Cards. There may be times where teams have to be placed other than their order of district finish to avoid teams from the same district meeting in the first round.
8. The team with the higher seed will host throughout the first three rounds. In the semifinals, the top team in the bracket will host in odd years and the team in the bottom bracket will host in even years. (Exceptions: If the two teams are from the same district, the higher finishing team in district standings shall host.)
H. Directed state office to bring back plan on how the tournament format would look if you use the same plan for football for other sports (basketball, baseball, softball, and volleyball).
