TSSAA Board of Control Minutes
BOARD OF CONTROL MINUTES
June 4-6, 2002
Fall Creek Falls State Park
1. Approved the minutes of the last meeting.
2. Voted to allow the state office to make the draw for the regional and state volleyball tournaments.
3. Approved the financial report of the 2001-2002 State Basketball Tournaments.
4. Approved the financial report of the 2001-2002 Wrestling tournament series.
5. Approved the financial report of the 2001-2002 State Bowling Tournament series.
6. Approved the report of the 2002 Athletic Directors Conference.
7. Approved the report of the 2002 Cheerleading Coaches Conference.
8. Heard the report of the District and Regional Coordinators. No formal proposals were made from the Coordinators for consideration by the
Board of Control.
9. Heard and discussed the review on Sportsmanship for the 2001-2002 school year.
10. No action taken on the budget for the 2002-2003 school year. The final proposed budget for the 2002-2003 school year will be brought back to the Board for its consideration at the August meeting.
11. Discussed recommendations made by the State Wrestling Coaches Association and Soddy-Daisy High School. Voted to deny a proposal to change the State tournament to a double-elimination format. The Board took no action on the following proposals:
1. Move to a one-hour weigh-in.
2. State Tournament for the next year not be held before February 15.
3. Wrestlers be allowed to wrestle with ringworm while being covered properly and be dressed again for each competition.
4. Allow coaches to vote on State Dual Officials.
5. Let wrestlers receive their 2-lb. allowance January 1.
6. Poll all Tennessee wrestling officials to see if they are willing to work tables at the State Tournament. This would allow for an adult to be at
each table.
7. Propose to National Federation to eliminate (contacts) from injury time.
8. Move Division I to (two classifications) for the State Duals.
12. Discussed proposals by the State Track Committee.
Voted to approve the following:
1. Set the deadline for replacements for qualifiers in the decathlon and pentathlon who drop out of the state meet for no later than 4:30 p.m. on
Thursday prior to the Spring Fling week. To make it a point of emphasis for the meet director and state office in meetings to remind coaches of the proper
method of notifying the state office when qualifiers are not competing.
2. To create a method for the state office to have representatives check pole vault pads to make sure they comply with the National Federation rule requirements. To have the state office create an educational process for all coaches and athletes that would be held prior to track rules meetings and
have someone knowledgeable in the pole vault to provide information to all schools at the meeting.
Denied the proposal to provide neck drapes for medals in sectional track meets.
13. Voted that the Dual Meet State Wrestling Tournament be held at Clarksville High School in Clarksville and the Division II State Individual
and Division I State Individual Wrestling Tournaments be held at McKenzie Arena in Chattanooga.
14. Heard the report of the Student Services Program.
15. Approved the appeal of Upperman High School.
16. Denied the request of Tennessee High School that TSSAA be a corporate sponsor for the 20th Anniversary of the Arby’s Classic.
17. Voted to use the same format in the sectional basketball (sub-state) games as was used in 2001-2002 with a minimum seating requirement of 1,500. It was also discussed that the site could be moved if the minimum seating requirements were not met. The Board recommended that this item be
placed on the agenda for the fall 2002 Administrator’s Meetings.
18. Approved the requests for membership in TSSAA, effective with the 2002-2003 school year for the following schools: White House-Heritage, Zion
Christian Academy, and Creek Wood High School.
Also approved the request for membership, effective with the 2003-2004 school year for Cumberland Gap High School, Seigel High School, Liberty Technology
Magnet High School, and Madison Academic Magnet High School.
19. Voted that three-man crews be required in regular season district basketball games beginning with the 2003-2004 school year.
Approved the following proposal concerning schools changing officials’ associations – The staff will review the set-up of all officials’ associations
recognized by the TSSAA and the schools’ use of officials’ associations. In basketball and football, a school cannot change officials’ associations
without approval by the state office and the approval has to be done by a certain date for football and by a certain date for basketball.
20. The classification information gives the schools that have had a 20% change in enrollment and all new schools. The Board placed all schools in
the appropriate districts and regions in all sports at this meeting.
The following were approved by the Board for the 2003-2004 and 2004-2005 school years:

Region meetings for the purpose of scheduling football games are to be held no earlier than September 9, 2002. Regional Chairpersons will be appointed to
call the meetings.
21. The Board voted to move the Spring Fling to Memphis in 2003. The contract for the Spring Fling to be held in Memphis will be for a three-year period, with the option for either side to back-out after the first year. Memphis was chosen over Chattanooga, Jackson, and Nashville.
As part of the move to Memphis, the baseball and boy’s soccer tournaments will expand to allow eight teams in each classification to compete at the state tournament.
22. Voted to change admission charge for State Championship events.
Football will go to $7.00 for the first four rounds and remain at $10.00 for the championships.
Basketball will go from $5.00 to $6.00 in sectional games, stay at $7.00 for general admission on Wednesday, Thursday, and Friday in the State Tournament and go to $10.00 for the championship games.
All other sports will change from $5.00 to $6.00. It has been seven years since we have had an increase in volleyball, soccer, wrestling, etc.
23. Approved the change in wording for television regulations.
Previously the wording of the television regulations stated that the Board of Control had to approve live and delayed telecasts of the state tournaments. This proposed change allows the state office to approve delayed telecasts.
The rewording of the regulation is as follows:
Permission to telecast, live, any part of the state tournaments in any sport or any part of the football playoff series must be approved by the Board of
Control (this does not apply to news coverage).
Permission to telecast, delayed, any part of the state tournaments in any sport must be approved by the state office.
24. Approved request from Chattanooga Christian School asking that a one-year exception be granted for those A-AA student-athletes that qualify for the city prep golf tournament to be allowed to play on September 19, 2002. That date is two days after the district tournament date for A-AA.
25. Discussed and approved that it be mandatory for schools to file schedules online beginning with the 2002-2003 school year, hold discussions in Administrators’ Meetings, and fine schools $25.00 for not filing schedules online beginning with winter sports in the 2002-2003 school year.
