On a kick off, if the kicker steps on or over the line of scrimmage with his plant foot before kicking the ball is it offsides?

If not, why not?

It's 4th down and the offense throws a td pass but the wr is called for pass interference. The ref said loss of down and gave the ball to the defense. Is that correct? I thought if the defense accepted the penalty it would still be 4th down.

Offensive pass interference is 15 plus loss of down. Sounds like it was properly enforced.

A free-kick formation is a formation used for a free-kick down.

Following the ready-for-play for a free-kick down and until the ball is kicked:

a. All R players must be behind their free-kick line.

Win the coin toss and choose to kick. The opposing team has the choice beginning the second half.
