"Work Study" Programs in D1

  Tuition and Financial Aid

Q. Is it permissible for a school to employ a student for summer work who has not attended the school the 
previous year? 
 
A. No. In order for a student, who will be participating in athletics, to be employed by a school during the summer 
the student must have attended the school the previous school year.

Q. Can a school employ student-athletes to “work off†tuition? 
A. No. Article II, Section 16 of the TSSAA Bylaws sets forth the only means for reduction of tuition. A school may 
employ student-athletes as long as the remuneration or consideration for work is not in excess of the amount 
regularly paid for such service.

Q. Must all financial aid to student-athletes be need-based? 
 
A. Yes 
4. 
Q. Who is allowed to pay an student-athlete’s tuition? 
 
A. If tuition is charged, it must be paid by a parent, bona fide guardian, or other family member.

Rules say they can not work off tuition.  Money for the work has to be paid and taxes taken out then the money can be used for whatever the person wants to use it for.  Schools get around this be just paying the student more for the job to cover up the taxes.  I know for a fact that several d 1 private schools do this and also have players that recieve scholarships from churches.  Some churches give money to students to attend private schools.  According to the rules this is illegal.  However, there is a loop hole here bc churches can give money to whoever they want for "other" reasons and once money is in possession of student athlete it can be spent anyway they want.  There is no way that the TSSAA can govern this.  Its unconstitutional to try and tell organizations how they spend their money.  They are counting on the private schools to abide by the spirit of the rule and not do this which isnt happening and wont happen.  Total split is only way to go and it is wanted by more privates than you think as well as most publics.  The schools which are supposed to run TSSAA voted 67% to totally split 2 years ago but board of controls went against that and voted not to.

IMO, the reason that the T$$AA board of control voted against the split is due to money.  If a total split takes place you will probably see the private schools form their own association with the result being less money for the T$$AA.  What would the incentive be for the private schools to stay in the TSSAA if all privates are forced into D2.  Most all of the public schools refuse to schedule the D2 private schools now so why would they put them on the regular season schedule if they were separated?

Here's the thing...any time that there exists the potential for wrongdoing, there will be someone willing to abuse the system. For me to state that this kid or that kid is not legit would be speculation, and for anyone to state that no one manipulates the work study program into a "scholarship" would be lunacy. The only way to ensure that no one gains a competitive advantage over another is to place all schools who offer aid in any form in a separate division...period.

wouldn't work either, offers the same ability to lie.....rule needs to be any school who charges tuition...whether they give aid or not.

 

and open zoned schools , need to be banned from letting the out of zoners to participate in sports...

 

and the TSSAA needs to spend some of that fortune we're paying them to police it very closely.... :popcorneater:

I'm with you slim...you just finished out what I left unsaid. Some privates don't offer aid in any form...but the potential is there just the same. Put 'em all in DII...they all have the same regulations and guidelines that way.

I am with you!  Force all private schools into D2 & then they will leave the TSSAA and form their own association which in turn will allow them to establish the rules for the new association.  My question is if this happens will the TSSAA layoff some employees at that point and time to save some of our tax dollars?  The TSSAA would have less schools to monitor so they should need less employees.

They are a state actor per the Supreme Court!  Where do the employees of the TSSAA get their health insurance benefits & are they part of the State of Tennessee retirement program.  Yes, they receive benefits from the State of Tennessee which my tax dollars support.
