How should penalty kick outcomes be treated?

Actually, no...

 

I don't remember which rule was applied, but the ONLY time that PK shootouts can occur are in district matches (for a tie breaker) or in post season.

 

I believe the districts can vote on whether or not they want to use the shootout (ours just kept them as ties).

 

So, I believe, that for a "record" purpose, any tie in regular season (that ends in PK shoot out) is actually considered a tie.

 

Seems pretty stupid, but I think that is how the state works it.

At least with the post-season, TN bylaws say to use the NFHS tie-breaking procedures, which declare a winner using kicks from the mark if still tied after the OT periods. Individual districts can vote to declare a winner after a game ends in a tie using 2 10-minute OT periods and kicks from the mark if still tied at the end of OT.
