I don't see it happening, ever, but I'd like to see them at least study a strength system or a combined strength and enrollment system. Without getting too much into it, here's what 6A would look like, strength over several years and enrollment. Number is average statewide power rating and ranking in enrollment. There could be measures in place to keep teams from dropping more than 1 or 2 classes of what they'd be in enrollment classes, or rising more than 1 or 2. 

Private schools are excluded, the reason for some gaps in the numbers.

I'd personally prefer 4 classes, but that's never going to happen.

I sure would like to see other schools (ahem Alcoa) play up.... Sure enough though Rankin and their Goobs will forever be happy beating us once a decade and celebrate winning titles against JV teams.

About a week ago TSSAA was showing who had a 20% increase or decrease but now they're only showing this:

I did notice RePublic had an 86% increase. Idk why enrollment numbers would be so secretive to where they just haven't posted them. 

If we are going back to the Super 32 and push larger teams down, then just go ahead and make 5 classes and be done with it.

I agree.  Based on most 1st round games, TSSAA gets very little and the schools even less.  HOF games or week 11 games...TSSAA and schools will make more $.
