As per TSSAA rules, they are not "open zoned." I don't know of any major city school systems anymore. Chattanooga City schools folded in the 90s. Knoxville don't anymore and neither does Memphis. Nashville is metro. Many of the 95 counties have a single public high school like Trousdale, Sequatchie and Bledsoe so its moot except for out of county students. That said, we just saw that Fayetteville City school has a zone even though its the only H.S. in town. As far as the Lincoln County Process, it transferred to Moore County! TSSAA's blanket policy assures (haha) that one set of rules apply to everyone, but has no bearing on the public educational system, either as a whole, or in individual systems. Fayetteville broke TSSAA's rule applying to eligibility, but neither the student nor the school necessarily broke any rule by transferring to Fayetteville, he just wasn't eligible to compete.
