Not downtown Atlanta, but still about 15(?) minutes to downtown Knoxville, and near plenty of other schools. The theoretical was brought up because of moving in from other areas. 

Henry, McMinn County, Sevier County, White County, etc maybe exempt them by limiting the rural division to 1,000 and under. Larger schools ought to have enough to compete regardless, on the average and wouldn't be as affected. Have a class roughly 1,000 to 1,500, then the rest.
