The rule is you can't turn 19 on or before August 1st no matter when you get held back, so it would depend on when the kid was born and what grade he currently is in (you have 8 semesters once you enter 9th grade)

Actually this is false. If you attend a school, like Lipscomb, which has the 8th grade under the same leadership as the middle school you are eligible for varsity play as an 8th grader and then have 10 semesters of varsity play. However, once the clock starts it cannot stop. If the student in question has already been in 8th grade or above already the clock started then.
