Some schools in better parts of the burbs in Chicago have done that. They would send busses to inner city Chicago to pick up a school to play them & take them back. Anybody from that school that wanted to go would be provided trans to & from & free food & admission. If a team is going to duck competition, then they need to be penalized for it. I realize no team in the state wants to lose to a 3A team which may benefit them if they move up one wheather their eligible or not. Alcoa has the best athletes per 100 students I've ever seen and have had for a long long time. The secrect there is that the coach must establish dominance and the kids buy in which has always worked well the past twenty five years. Last time Alcoa voluntarily announced they were moving up, half the teams in the purposed region moved up to 5A. Out of Region teams on the schedule this year: 6A Ravenwood, 6A Bearden, 4A Greeneville, 5A West, 6A Maryville. That's 5 out of region teams signed. The REAL problem is TSSAA has allowed Region 2, 3A teams easy access to move to other regions, leaving region 2 with 5 teams total. Several years ago, North View and Gatlinburg Pitman moved out. Then Union County moved in, but Loudon was allowed to move out.
