You have an excellent coach that has remained at Webb his entire career. If he were in the public sector, could he have the same success, Maybe. Nothing against him.
But being Einstein as you are, you want 4 classes (or5) for 290 football playing schools. That is 32 teams in the playoffs out of 58-72 teams in each class, depending on 4 or 5 classes.
Now we will have 3 private classes and still 6 public classes. 3 classes for privates...NOW THATS IDIOTIC!
46 PRIVATE SCHOOLS AND 3 CLASSES...15 PER CLASS

How many teams have loosing records and still made the playoffs? Here's what I counted;
D1 - play 5 games to win state
6A - 13 of 32 had loosing records - goes to show you the Big 32 aint good
5A - 3 of 32
4A - 6 of 32
3A - 5 of 32
2A - 7 of 32
1A - 5 of 32 (with 1 already forfeiting)
D2 - only play a max of 4 games to win state
A - 4
AA - 2
What does all this mean to me? Privates have it pretty good, half teams in AA get a first round bye. Nobody plays on Thanksgiving weekend, so they get another bye. Send'em packing and let'em form there own union, own rules, no scheduling public schools unless they have to travel to play public schools each year.

Where does the 6&6 in step 2 come into play?
Like the combinations and your thinking, but can't figure out the 6&6 deal. Must be something I'm not getting. Help.

What will happen to Region 2/3 when you add Fulton, Gibbs, Seymour and Carter? Guessing Seymour, Carter go with Cocke Co and Sevier Co. Gibbs stays where they are and Fulton moves into that region.
Sorry, didn't go back and look at page 2. I think they will move Catholic to the Rhea Co. region and with all of the accusations, they will be forced to go D2.

Bring LL 1 back and have little LL be his assistant. Then they can go back to Campbell Co. and start that recruiting pipeline all over again...whoa, can't do that, cause the Price boys were part of the recruiting pipeline from Campbell Co. and they know everything about it. HUMMMMM, who could you get? I kinda like the cute Andy comment!

I would guess the head coach/assistant principal would have someone else meet with a players family if they were transferring to there school. Yeah right!

JMO, if schools move up then you ought to move some down. But they didn't/couldn't in 6A this year/last year.

I like the looks of this breakdown, even though I hate loosing Powell as a region opponent.
Only other possible change would be swapping Cocke Co. with Mo-East. I do recall back in the day, Mo-East and Cocke Co were in the same region as Halls, Central, Powell, Anderson Comprehensive HS, South Doyle and Maryville.

If the new rules are what you say, how can any private stay in D1? You know they all do the same things. I have heard strong talk here in Knoxville, that privates are using "sponsors" to pay the tuition of student-athletes that can't afford to pay the high cost of tuition and bus rides to and from school. I'm betting that privates will still use "Little Johnny's or Sara's Mom/Dad" to work the cafeteria lunch line,sell popcorn & cokes at the concession stand, work in the main office sorting the mail, being a substitute teacher, custodian, bus driver, whatever so the star player, male or female can come to said private school and get the education of there life.
Shoulda MADE ALL PRIVATES GO D2 and that would solved that problem. Once a thief, always a thief; once a cheater, always a cheater!

I have a question about schools moving up in class. The way I understand, if a team wants to move up, they are allowed to do that but that wont move somebody else up or down to keep the numbers where they are now. Example, if 3 4A schools move up to 5A, then there would be 52 schools in 5A and 46 in 4A. Is this correct?

More classes, more kids being honored. Thought this was about the kids. Too many classes, yep. What is the difference between the smallest and largest school in the private world of TSSAA, excluding the multiplier?
