The act you speak of is a FEDERAL act applying to teachers who seek the national certification.States are left to fund education due to is absence from the constitution(see school finance 101) .You are crying wolf over a 0subject based on hearsay.Federal funding is very limited.(see;vouchers,school lunch,504 ,special ed.) you say wait and see!
