I attended a quarterfinal playoff game in another state over the Thanksgiving holiday and saw something I have never seen at any level.
Team A ran a sweep toward the home bench. The ball was down close to a first down so a measurement was required. Rather than leaving the ball where it lied, the officials respotted the ball approximately 20-25 yards closer to where the chains were. Then the chains were brought on to measure. This happened not only once but three times during the game. All three measurements were decided by a football length or less. I asked some of the local fans if this was a common occurence in this particular state and they said it was also the first time they had ever seen the ball moved before a measurement.
These officials would literally try to eyeball whether they wanted to measure or not, then one official would mark the spot, throw the ball to another official who would spot it according to the official who make the initial spot. The funniest part was that neither coach said anything at all to the officials.
Even funnier was that they didn't do this on every measurement. On one measurement right on the sideline the chain gang brought the chains all the way across the field, while on another measurement they came out to midfield, neither time moving the ball from where it was called down. I never could figure out the reasoning for moving the ball before the measurement. If someone could explain this, I would appreciate it.
