That universal choice is from the family's perspective only...the system/school applied to has to agree to accept the student. That's the catch...the voucher bill was advertised as giving the family a choice and the funding (partial) to attend, the reality is that the school applied to has the authority to deny.

All school systems in Tn. are 100% "open zoned". Any restrictions about zoning or exclusion of students for reason of the area in which they live is directly that school system's own policy. TSSAA regulations are about transfers only, regarding students with an established record of participation in TSSAA sanctioned events at their previous school.
Having said that, your statement about Lakeland "be hard to tell them they can't come" isn't true at all...their Board of Education establishes that policy themselves and may restrict the area from which students are eligible to attend.
What most people are unaware of (and complain about) is the fact that their own school restricts them from accepting "out of zone" students. Alcoa is the most glaring example in football...so many people down them for being able to accept students without realizing any/every other system can if they choose.

Different roles for different size schools. Small schools cannot approach $50,000 for an AD salary...maybe three or four (average) for a stipend added to a coach's salary. Game administrator, overseeing all sports' budgets, scheduling, directing athletic field maintenance, transportation for programs, acquiring officials, some fundraisings, and participating in hiring/firing of athletic personnel are all interchangeable duties expected from an AD.

The voucher bill has been gaining momentum for much longer than most even realize that it's been presented on The Hill, and has been passed in increments going back several years. The current version is Gov. Lee's pet project and his aim since his inauguration...I'm going to be very surprised if he allows TSSAA to pitch out a roadblock after fighting TEA and TSBA all these years for "unlimited voucher assistance".

This argument has been basically proven already. Not just any 1A small school team maybe, but the state level 3A and up would beat most any college team, and there are several in state that would own the WNBA in a season...maybe not win every game, but be the best team. There's several small samples of this out there, and a standing bet (with no takers for two years) for one million dollars...WNBA vs. a high school team. WNBA team doesn't even risk losing the money, just their pride and the argument.

Hill has the credentials. I was actually surprised that they didn't stay within the coaching tree from there...they seem to for everything else.

TSSAA is not negotiating at all, they are simply going through the motions and attempting to hold on to as much authority as possible. Without control over players, they are essentially done as a parent organization and relegated to catering events, providing officials, and sponsoring tournaments.

I am extremely happy for Jacobs, and me have the best job in all of education (outside of a few superintendent jobs) in West Tennessee. USJ has an amazing person and a great leader.
I also hope that coaches across America find efficient ways to study film. I understand where he is coming from in the article. But I hope coaches don't spend time away from their family and their kid(s) events to study film. At the end of the day, it's a kids game we're talking about. No point in getting burned out over watching Huntingdon (for an example) when everyone knows what 5 plays they're going to run.
I guess that since both parties have moved on, it's OK to reveal what happened between Jacobs and Lexington. Lots of negotiations resulted in the job being offered to Jacobs before anyone else, and he accepted...even called family and told them. Long story short, the offer was rescinded by Lexington and they tried to renegotiate, to no acceptance.

What exactly came from the coach? That he's going to middle school, or that Lincoln County will be the sole HS in the county? There's a lot of latitude between the two, and a lot of room for speculation.

What on earth does anything in your post have to do with the current conversation? We're examining TSSAA's role vs. state government regarding control over voucher assisted transfers. TSSAA intends to retain all control, even though their current policy would appear to be in direct contrast to Governor Lee's intent, which is ensuring that any student will be able to transfer to a private school without restrictions. If said student doesn't participate in athletics there are no restrictions, yet if they do TSSAA wants to penalize them by sitting out of any/all sports for one calendar year...I doubt that Gov. Lee will allow that if it becomes an issue.
If you wish to discuss the intent of "big-time private schools" regarding accepting state voucher aided applicants for enrollment I will gladly admit that I couldn't care less one way or another and add that I also have no interest in discussing that detail of this thread.

They've got a dang fine coach already there if both parties agree...just my opinion of course. Sometimes folks just don't try hard enough to be a winner, and every once in a while, they try too hard and overthink something obvious.

Yep...this went from "Lincoln County will be the only public HS in the county", to "Not 100% sure..." to "I know that the HS baseball coach will become the Fayetteville City MS Baseball Coach" in two shakes of a rat's tail.
Rushing to be 1'st has resulted in many a misstep...may be right, but I aint bettin' on it.

Remember, athletics is the only thing TSSAA is concerned with so they have no vested interest in Algebra teachers or AP classes. They are scared stiff that ALL control is slipping away, and that transfer for athletic reasons is the only bit of control that govt. will possibly relinquish back to them. If a kid applies to transfer from a public to a private using the voucher money and has to sit, this whole charade will be revealed. Gov. Lee has pushed for the voucher bill for years and has been met with lots of resistance...now that it's established, he won't allow TSSAA to use their transfer rule to provide an obstacle...bet on that.

When the voucher bill passed, everyone knew that the "no transfer" policy of TSSAA would end in some fashion, including TSSAA. There have been conferences, internal meetings, meetings with govt. representatives, and changes to their own policy in order to hold on to as much control as they think will be allowed by state govt. There has been a one time transfer allowance voted in by TSSAA, but with "stipulations" regarding the intent and purpose of the transfer...in plain english, you can't transfer to another school and play immediately if you're transferring just to play, you have to transfer for another reason. So basically you can now transfer and participate without sitting out a year, you just have to alibi through an outside source that there's a legitimate reason other than sports for the move, such as a Dr's letter stating that the emotional/mental environment at the previous school was detrimental to little Billy's well being, or that little Billy has a learning disorder that school A has failed to address, yet school B has a program...
The one time transfer is here. All the semantics by TSSAA is simply a desperate attempt to cling to the authority they had over the decision making process. Good luck to them when someone files a lawsuit and they have to prove that whatever "reason" for the transfer isn't real and that someone's child isn't being discriminated against for transferring.

TSSAA's excuse will be that only athletics fall under their umbrella of control. Never mind that prior to the beginning of the tournament, the Department of Education that Cheat Perp is controlled by "outed" the fact that assigned grades weren't (couldn't possibly be) posted correctly, because most of the teachers lacked the certification to teach the course. That rule is pretty straightforward and simple...no grades=no play. Players with no grades playing in a specific game=forfeiture of that game.
A similar incident happened in Memphis...clerks quit, some administrators fired, some quit before they could be prosecuted, and I think one may have even went to jail. Basically, nothing was done by TSSAA though, the kids and coach moved on like nothing happened.
Now that it's out there and Cheat Perp says "we've got this fixed", it's as likely as not that TSSAA will not even acknowledge that it happened.
If that's the case, someone should file suit and turn it over to an authority that will at least try to resolve something that should never have happened. Not saying that any team should be awarded the gold ball, but the team that shouldn't have been playing needs to pay the penance.

I enjoy watching well coached teams beat a bunch of bigger faster athletes because their coach knows how the game should be played.
What I don't particularly care for are small minded, big mouthed, aggressive people who think that their opinion is the only one that matters, and if they say it loud or often enough everyone else will believe it too, yet I DO get a kick out of pointing out the fact that often those who do most of the belittling are the ones who know the least about the topic of conversation.

They may tell you that your child cannot attend because your local taxes are paid in another district, and funding isn't fully provided to compensate for your student. Find a lawyer that can navigate that minefield. Funding is currently provided by three separate entities...Federal, State, and local (county or city)...out of county (or city) taxes are not transferred with the student.
