A Different Road to State Tournament

In many states there are two tournaments to compete in to get into the state tournament. First sectionals, similar to districts, and then the top four from the sectional tournament wrestle in the regional. From there the top four in the regionals wrestle in the state. By looking at how this is ran, and how we have some regions with 20 or 22 teams in it and others with 10 or 12. Could we consider this approach? Maybe combine Regions making them bigger of course, but with two districts in each region. Then there will be a district tournament, regional tournament and then a 16 man double elimination state tournament? Just a thought, may not work in our state.
