There is a simple answer here. There are students in UC that choose to go to OCCHS, but there is also a minority of Union City area students that are, in fact, turned away from the city school system. If the Hispanic students in Union City were allowed admission, the enrollment would be over the Class A ranking that Union City enjoys. This is done under the guise of not having the budget to hire Spanish speaking teachers. Union City School System is only open zoned when it benefits the system. Affluent parents within the county and surrounding counties can send their children to UC, no questions, as long as their wallet is fat enough.
