49-6-2105. Maximum time in transit.
Statute text
No pupil shall be allowed to remain in transit to or from school on a school bus more than one and one-half (1 1/2) hours in the morning or one and one-half (1 1/2) hours in the afternoon.

Unless the state changes this, there won't be a single high school in Morgan County. The vocational thing doesn't matter because the kids school is not the vocational school but Sunbright or Oakdale. Once they reach their school the time restraint stops. Right now there are kids that go to Sunbright who get on the bus at 6:45 am and arrive at school after 8 am. If you add the time it takes to get from Sunbright to Wartburg, these kids are over the time limit.
