How tough is this district top to bottom?

 

This one is fairly obvious in football. I'd lump them in tiers as follows:

 

Austin-East (3A) / Fulton (4A)

 

Carter (4A) / Gatlinburg-Pittman (3A)

 

Gibbs (4A) / Pigeon Forge (3A) / Union County (4A)

 

The only reason I lump Carter lower than A-E and Fulton is just that they haven't taken the next step in the playoffs consistantly. Gatlinburg-Pittman is coming up from this years 2A and I really don't know how well they will compete in the new district but I believe they are currently above Gibbs/Pigeon Forge/Union County nonetheless.
