MIDDLE SCHOOLERS IN DUGOUT OF HIGH SCHOOL TEAM

Is it okay for middle schoolers to be in a high school team's dugout if they are going to play on the high school team the next season? Also what if one the prospective players attended middle school in another county but is going to transfer before his freshmen year? Just wondering the interpretation of this. Coach of this hight school team has been a little shady first as an assistant now as head coach.
