About half of it was annexed, the other half is an unincorporated part of Shelby County.

Yes Oakland did beat Blackman. I think he got them backwards on his list for some reason.

He didn't get them wrong. His algorithm he uses to generate his ranking still has blackman ahead of Oakland even tho Oakland won on the field. It also picked Haywood to beat Oakland last week and you saw how that turned out.
