The suburban fringe neighborhoods don't meet city code and will need to be brought into compliance before annexation (septic system switch to sewer, road width, fire hydrants etc). For numerous reason which all lead to high cost, the city is not looking at bringing in housing. Vacant lands for commercial purpose is the main thrust behind annexation. When a second middle school is built (currently projected at 10 years down the road), both middle schools will start hosting 9th graders, freeing up space for 350-400 more students at the recently expanded high school. There is still more room for expansion at the existing high school, plus adjacent lands available from M&M.
