Difference b/w Division I and II?

I know DII is private schools exclusively....but I also know there are private schools playing in DI (Fayette Academy and Jackson Christian come to mind). What makes the difference? I know some schools offer true scholarships...or at least I think they do. I know my daughter's school (DII) offers financial aid based strictly on need. You can't go to her school for free, though. You must come to school there first and must pay a significant portion of the tuition.

I'd be at least mildy surprised if none of the of DI private schools offered financial aid, though. In fact, thinking some of them do. It makes me think we're playing DII instead of DI more b/c the level of competition would be too much for us.

Does anybody know the specific rules on how it works? Thanks in advance.
