Middle Schools and Sanctions

First of all, why are Middle Schools even considered as being sanctioned? For one, there are no state tournaments for them and it just prevents the girls from playing travel and gaining more experience. I thought the goal was to allow them to be as good as possible.

 

Secondly, if you are going to sanction some, why dont you sanction them all?

 

Lastly, why dont Middle Schools in middle Tennessee play in the Fall like every other state?
