Yes, there are several ways to do that, if necessary. User names can be banned which usually results in the user simply getting another name. If they continue doing/posting things that are inappropriate then their computer can be banned. If they are on a shared network, at work or school for example, then banning their computer causes all of the computers at that school to be banned.

 

Hopefully fans will think twice before doing things like that since the message they post will be deleted, they will be banned, and they may cause many others to lose access, also. So, these types of fans, which are few in number, accomplish very little.
