Typically the All-Region awards are done by giving each team a specific number of spots based on its place in the final standings. The team that won the district gets x number of All-Region picks, the team that finished second gets x-1 (or some other number), the team that finished third gets x-2, and so on. So, the team that won the district will by definition get the greatest number of all-region players. The team that finished last will get significantly fewer. I'm not saying that's right, but that's how they do it.
