If you are referring to the teacher certification issue, you should know that acedemics should be the first priorty. Sports are great but most students will not be able to play sports the rest of their life their education will take them much further.

You may be quite but your words speak loud and clear. Education first - sports second. Don't get me wrong, sports are very important in mental and physical development, but education needs to be stressed. They will need to be able to read the contracts and count that money - at least watch the one who is.

District 2-A might be weaker, but I'd say overall that District 1-A is the best.
