I'm sure all the Southwind faitful would love to see him play there as I'm sure any high school team in the stste would.But because he didn't go to Southwind,probably the school he was zoned for,all of a sudden he wants to go there.If J3 and the others weren't there,probably wouldn't even be thinking of going there.Plus,find it hard to believe that his family had enough money to consider him going to Oak Hill and then all of a sudden,a hardship develops in paying 600.00 dollars tuition going to Central.I'm sure the TSSAA hears that all the time from players and parents,We can't afford to go there.Be interesting if they actually did pay a tuition and if it was,did they pay for it or the school.

So numerous posters might have the facts, what rule states that a player can transfer all over Shelby County for $600 and is it a one time transfer and then have to have a hardship. And if anyone can, explain what is this Shelby County hardship rule and is anyone able to use it in the County? Also, is this a State rule that is used in every county? And is this the same rule that allows students to transfer to special school Districts from bordering counties or the same county? Who can pay the $600? Is this public to public, private to private, public to private and is this stated in the TSSAA Handbook or is the reason not stated is that it is available to all students irregardless if for athletic reasons or academic?

 

Everytime something comes out about all of these transfer situations, the questions come up as to when these rules were instituted. Was it before Ronnie Carter left or has it been done after he left? No wonder there are so many in the TSSAA? Many have not realized all of the waivers of rules and all of ways changes can be made that take a bevy of people just to understand and interpret the rules. And then how is all of this communicated to the schools? Evidently the Shelby City School System, recently disbanded because of a lot of things was a Special School District and athletic transfers could be made into or maybe out of for $600 which is all right but now with one County System, areas are lining up to set up special school districts all over the County again for transfering for a fee. There must be rules as to doing this or it is a way to circumvent zoning which evidently is all right. Thats cheaper than going to a private school. You can't tell anyone though that $600 covers the true cost of all of this to the taxpayer and we are paying for a lot of this thru increased taxes and ticket prices. On their behalf, the State seems to be on top of this by requiring a strong verification of residence and found some attending school out of their zones. Variations of rules can get so great that the expense of doing it or having the ability to do it outweighs the cost.

 

And then with the possibility of not getting as much federal funds for Education next year, the State trimming back their agencies could be a reality. All of this requires taxpayers to watch to see what will happen. Ticket prices for Fall sports are already going up.

Actually it is not all of Shelby county. Since tax dollars follow the student, MCS was ahead of the game and doubled up on money by allowing students that actually live in the suburban areas to attend any of their high schools that have space available,to gain their education dollars. The only people footing an additional tax bill for these student athletes are citizens of Memphis. The 600$ is approximately what the average person would pay toward the schools portion of Memphis taxes. While the transfer can occur at any time, if it is before the athlete has an athletic record at his zoned high school or a private school then he/she is immediately eligible. If there is an athletic record after the start of the 9th grade then they would be ineligible for 180 days from date of last participation. Once they are eligible at those schools they remain eligible and would be ineligible to transfer back to their home area school without penalty of 180 days out.

 

White Station, Central, Ridgeway are all member of the Optional School program which basically have open enrollment for all city students. They additionally seem to be the schools that get the most of the county transfer students. If you noticed the Commercial Appeal last week White Station lead the state in National Merit Semi-finalist. Not hard to do when you cherry pick the best and brightest from a city the size of Memphis. The same holds true for State Championships.
