In my opinion, you use this information and rotate regions up or down classifications.

Take a two year sampling of regions....the most dominate moves up the worst regions move down. 

Begin the process of movement btwn classifications and use less and less enrollment as an end all. 

Your region in two years get 10 wins....you are moving up.

Your region gets 2 wins in two years....you are moving down.

Lastly, getting to the playoffs in the same as before and you don't have to travel too far for region AND we get back to a better "State" playoff feel....
