State Tournament seedings - D1

In DII the wrestlers who get seeded are returning medalists and anyone who has beaten them. 

 

This is a quote from another thread. Can anyone in D1 tell me if wrestlers who win their regions and beat a returning medalist get seeded at the state tournament?

In Division I, you must be a returning medalist (or a former medalist in another state) and a region champion to be seeded. Beating a medalist is not good enough.

The only way to be seeded in D1 is to be a returning state placer and win your region, period. You could be a 3 time state champ and finish 2nd in your region as a senior and you would not be seeded.
