Not too difficult even with different populations in different areas of the state.. Determine which area each team belongs, whether general like East TN and Mid TN, or more specific like metro Knoxville or Upper Cumberland. From there, classify your teams by whatever strength factor you want, consistent playoff success, records over a certain amount of years, best uniforms, sassiest coach T fans. Figure out what percentage of each area lives up to your measure.

In future years I can see a literal list of ball players seeking to switch being put out, similar to the ncaa, open season after that.

Turf was installed here, not only did it help the high school program, but four middle school and high school soccer teams play on it.
