Yes, they can. If an official counts 12 on the field prior to the snap, and no one is attempting to leave the field, they will kill the play and step off 5 yards. If they don't catch it until after the snap, it is 15 yards. They don't like to enforce that 15-yarder unless absolutely necessary. If they can catch it before the snap, they will.

ok wel a milan player was coming off but was on the other side of the field from where the official was

To many men on the field,this answer is correct.

its correct and ive seen it called, but im not sure i like this rule.. if you get the guy off the field before the snap your not playing with too many men.. the rule is really designed to stop having say 3 rb and 3 wr in the huddle and then running 2 wr off and play a power formation .. or run the rbs off and play spread thus not allowing the defense to try and matchup.. so why call it on the defense?
