To my knowledge (and I may be wrong) there is no "legal" form of a "chop block" or "high-low" block. These usually occur in the trenches and are most prevalent when a guard or tackle pull on a play. The two remaining blockers converge on the defender going up field with one throwing their shoulder at the knee and the other trying to ear hole the defender. Atleast this is the way we were taught to "close the gap" at Northwest.

 

The cut block is a different story. Inside the trenches the intial contact for these blocks can be made below the waist and when done properly involves the blocker throwing his near side arm through the defenders legs and rolling through. This usually causes the defender to trip rather and putting a helmet in a knee. This block is legal when done outside the trenches (between the tackles and withing 3 yards of the original line of scrimmage.) if and only if the initial contact with the defender is above the hips (e.g. helmet is in the bellybutton when the arm is thrown). If the helmet is below the waist when initial contact is made it is an "illegal block below the waist" and if I remember correctly is a 10 yard penalty. But it has been years since I kept up with highschool ball.
