Players Named To All Region

Does anyone know how players are selected? Who nominates and who votes?

Region coaches nominate and vote.

Each team's head coach nominates players on his team he thinks are worthy. The other head coaches in that district vote on the nominees. Each team is given a certain number of "spots" based upon order of finish in the district. For example, the no. 1 team gets x number of spots, second place team gets a slightly smaller number, third place team gets an even smaller number, etc.
