I was wondering that too. Officials are usually quick to blow the play dead when a QB's progress is stopped. Oh well, it's academic at this point.

Yep. That crew wasn't very good. 

Never heard where they were from. 

That said, the officials didn't matter. West is that much better no matter who the officials were.
