You don't have to call. If they are turned in to the TSSAA on an eligibility roster, they are governed by the same rules. If they are not turned in on a roster, your school faces severe punishment if they participate in any manner. JV included. There is no differentiation between freshman, JV or Varsity. All are turned in on a senior high eligibilty report to the TSSAA. They are all governed by the same rules.

Yes a varsity starter can start in a jv game. A lot of schools do not carry enough players to have different varsity and jv units without some varsity starters having to play jv. It would be classified as a jv game.

For example if you only have 16 players on your combined roster 2 players are going to have to participate in both the varsity and jv game.
