You are correct, I made this same mistake last week too. I've edited the post, Cocke Co. now gets placed in ahead of Crockett and Boone for being ineligible.

Where is Rhea County in 5A?

Rhea Co. is currently tied for 4th with WV.  The Mustangs hold the tie-breaker right now only because TSSAA does not determine seeding with games with out-of-state opponents until the end of the regular season.  Rhea's game in Indiana doesn't carry any weight as of now.  WV and Rhea have yet to play, though.  Still a lot to be settled on the field.

for the premise of the thread, you are most likely correct. However, I am 100% certain that Rhea Co will finish in 2nd place (and I'm not a Rhea fan).
