County wide approximately 30% of 3rd graders tested below the level recommended for advancement to grade 4. That number is not how many will be retained so I guess when all the county wide numbers of how many were retained come out it will be an indicator as to how much impact it may have all be it one year is a small sample size but is a start.

I honestly think if they played and Scott beat them, I think Oneida is worried about the pipeline coming from the  County may dry up. Every year some of Scott’s best players decide to transfer to Oneida for high school without having to move or anything due to way schools are setup in the county. You can go to whatever high school you want regardless of where you live. The really good kids tend to want to play for Oneida in the smaller division instead of playing Alcoa or Anderson County and getting embarrassed. If they played and Oneida won, then the perception that Oneida is a better program might go away. I think that’s part of the reason Oneida will not play them. 

Don’t forget without a legitimate change of address that meet minimum distance requirements (5 mile move maybe, not sure on the exact number) and there are also school service area requirements that must be met. If not then there is a 1 year sit out requirement. Don’t make it sound like the transfer portal lol.
