They had already decided (as you can see in some other posts) to go to a 10-region plan. Specifically, Williamson and southern Davidson counties form a new Region 6, with the rest of the current R6 renumbered to 7; the current R7 is split as 8 and 9, along the current district boundary; and Memphis is renumbered 10.

 

To maintain the 32 draw, each region will qualify only three wrestlers, except for two that will still take four. One of those will be R2 (K-town) based on its size; the other would be whichever won the most medals this year. That match decided the destination of the final medal; the Bradley kid would have made it a 15-all tie between regions 3 and 6 had he won.
