I never said anything about talent. I said success. Smaller schools don't always find enough people to fill all of the weight classes. In that case, some coaches can find zombies to run out there for forfeits. Coaching plays a big part but it stands to reason that the more students you have to choose from, the more potential wrestlers you would have. The more wrestlers you have, the potential for more in house competition you would have. Shear numbers don't make you successful, but it helps!

Isn't East Lit the team responsible for the new split in Tennessee?

Pretty sure the vote was something like 66-3 for the split. Unless East got to vote 60+ times then the answer is no.
