No forfeits.  You are not required to play teams in your district in basketball.  Everyone makes the tournament.  Each district can decide how they want to handle teams who do not play everyone in the district.  

Incorrect. They will forfet if the games are not played. Their district voted that you forfeit any district game you do not play. Yes, everyone still goes to the tournament, however it will end up putting them in as a bottom seed and then guess who they will play right off the bat?

Of course its a forfeit. If it wasn't teams would only "play" teams they thought they could beat...the favorites would be snubbed...ridiculous to even think otherwise.
