Speaking of Transfers and/or Open Enrollment

Apopka has an enrollment of approximately 3200.  I think they could afford losing a transfer or two. 

I think the writer may have done the coach a bit of a disservice by making it mostly about the open enrollment policy that was put in place 2 years ago. Unless that's exactly how the coach wanted the article to come across. 

Otherwise some may take it as, if I can't discipline my team without them having the option of leaving for another school then I can't do my job properly as I see fit.

I'm not saying this is the case.  

But, kids get the option to leave. So you leave?
