Not necessarily. East is significantly stronger than west. As usual.

Maryville, DB, Oakland Blackman on one side. Brentwood, Ravenwood, Houston and Whitehaven on the other. I'd call that pretty even, maybe a slight advantage to the West

Oakland beat Maryville by the same margin last year. 2017 was an instance of matchups, Whitehaven matched up better with Maryville, but CR matched up better with them. West has won 3 of the titles since 2012 and was thisclose from making it 4. Results from just two years isn't enough to proclaim dominance
