It sounds like they, like you, didn't read the rules.  Just cause they did it, doesn't mean they aren't breaking the rules.  Did you even read the link you shared?  (Obviously not).

The only thing obvious is you don't have a clue how legally the NIL through TSSAA has to be setup.
