They can't play with Central not being physically in school this week due to Covid protocol. 

Not Gibbs' choice to make or not make.  The decision comes from above the school level.

I've got friends on the ground in Gibbs. They said if Central gets approval they do not want to play. Will Gibbs have to forfeit if that's the case?

No. Central is the school in Covid protocol, not Gibbs.  Central can't play due to Covid protocol. 

Since it's not a region game it doesn't mean much in the big picture, but as I understand it Gibbs will be "credited" with a win, but it won't be a loss for Central, but rather a no contest.

just for clarity's sake, your "Friends on the ground" heard Brad Turner say that Gibbs wouldn't play Central were the game allowed?

Nope.  It was for the entire week, and it also suspended all out of school activities, including football practice.
