2. Communication devices, used to communicate with a player except during an

ART. 1 . . . Communication devices including but not limited to audio recorder, Local

analog or digital video(s) and/or Internet depictions, shall not be used to communicate

with a player except during an outside 9-yard mark conference (7-yard marks in nine-,

eight- and six-player competition).

NOTE: Each state association may authorize the use of a drum by a team composed of

deaf or partially deaf players, in order to establish a rhythmic cadence following the

ready-for-play signal.

Thanks, ref.  Sounds like anything is a go as long as it isn't used by players inside the 9-yard mark. So can a team place coaches/scouts at various places around the stadium or field and have them communicating with the box or sideline via headset?  Or is the communication limited to the box and sideline?

I see no way to control things like this. If they are on the field they have to stay inside the team box. If they are in the stands or standing around the fence I don't know of anything we could do.

Does unsportsmanlike conduct on defense always result in first down?

Do you mean an automatic first down? Typically a 15 yard penalty does result in a first down :mrgreen:

 

To answer your question, NO.

 

The only automatic first downs in high school are roughing fouls. This is roughing the snapper, kicker, passer, and holder.

 

Pass interference, unsportsmanlike conduct, and personal fouls are not automatic first downs.

Are there any new rules or changes for this year?  any "pet-peeves" that will be focused upon?

As far as "pet peeves" that will be focused on, we won't find out what the state wants for another 6-8 weeks when meeting take place. There we will be told what the focus will be. In recent years it has been sideline control and keeping the teams back in the area they are supposed to be in.
