that was because it was both 1&2 seeds advancing. And he says the 1 seed plays the lower seed left from the other region so if one region has a 1 2 and 3 seed left and the other region only has a 1 seed. What you are saying and what he is saying doesn't add up

Rounds 3 and 4 do not take into consideration seedings. In odd years the top hal of the bracket host. In even bottom brackets host. If 2 teams from same region meet in round 3 then the seedings would matter and highest seed would host. Otherwise top and bottom depending on year.

That is correct and I just made note of it on my post on page 9.
