Huntingdon won't host the quarterfinal if region 5's   #1  or  #3  seed team is still standing.

Just going by what I hear the local radio guys talk about on the radio. They said if Huntingdon wins region 6 all playoff games at home

Not true.   

Huntingdon could catch a break and host the quarters only if a Region 6 team (#2 or #4 seed)  can win that upper portion of the bracket.  If a Region 5 team  (#1 or #3 seed) wins the upper portion of the bracket then the Region 5 team will host the quarters.

Here is an excerpt  from section IV part B  bottom of page 2 and top of page 3 from said handbook:

IV. THE PLAY-OFF GAMES (Division I: Class 1A, 2A, 3A, 4A, 5A, 6A) 

B. In all Class 1A, 2A, 3A, 4A, 5A and 6A play-off games, in the first and second rounds the higher seeded team shall be the host school. In the third round and semifinals in odd-numbered years the top team in each bracket shall be the host team. In the third round and semifinals in even-numbered years the bottom team in each bracket shall be the host team. If two teams from the same region meet in the third round, the team seeded higher in the region standings shall host.
