Does Rhea County and/or McMinn County play with Knoxville or Chattanooga?

Does Tullahoma and/or Franklin County go with Region 4 (Chattanooga) or Region 5? This balances Regions 1-4 and 5-8.

Does Henry County go to Memphis or with more traditional foes?

I think you send Rhea and McMinn down to chattanooga bring in East Hamilton

Makes sense geographically, but forces Tullahoma and Franklin County west making regions 1-4 have 23 teams and 5-8 have 26.
